NEED AND ADDED VALUE FOR THE DANUBE REGION STRATEGY
PLATINA 3 (Platform for the implementation of NAIADES) is the successor of the projects PLATINA and PLATINA II, which assisted the European Commission in implementing the previous European action programmes to support inland navigation (NAIADES I and II). PLATINA 3 makes the bridge towards future research, innovation and implementation needs within IWT in Europe. Defining the framework for future inland navigation in Europe will also set out the development path for inland navigation in the Danube region.
Key experts and stakeholders are consortium partners in PLATINA 3, ensuring required expertise and support towards implementation: IWT sector and shippers (IWT Platform, BLN, ESC), member states and river commissions (CCNR, DC), waterway administrations (INE, viadonau), education & training institutes (STC, MAH), the Waterborne Technology Platform (Sea Europe), workers (ETF), expertise centres (PDM and SPB/EICB).
OBJECTIVE(S) OF THE PROJECT
PLATINA 3 provides targeted coordination and support activities to promote Inland Waterways Transport (IWT) in Europe. A key objective is providing the knowledge base for the implementation of the EU Green Deal in view of further development of the EC`s IWT action programme (NAIADES) towards 2030. PLATINA 3 sets up a coordinated, interactive discussion platform of key IWT policy makers, experts, researchers, river commissions as well as representatives from IWT industry, wider logistics (other modes), waterborne industries and other sectors to jointly identify means, measures and tools to promote IWT.
PLATINA 3 addresses priority topics for the success of IWT:
- integration & digitalisation of IWT in view of modal shift & synchromodality
- zero- emission, automated & climate resilient fleet
- skilled workforce anticipating to zero-emission & automation
- smart & climate resilient waterway and port infrastructure with clean energy hubs.
This will be achieved by:
- Building on strong interrelations with existing expert groups, projects and initiatives: The European added value of PLATINA 3 is to create synergies at the European level through an increased exchange of know-how, while at the same time respecting and supporting existing decision-making structures. Through the multi-disciplinary composition of its working programme and consortium, PLATINA 3 will be a flexible platform that can effectively react to emerging policy needs in the field of inland waterway transport. PLATINA 3 strongly builds on the results of the PLATINA II project.
- Providing technical and organisational support for targeted policy actions: Together with the European Commission, PLATINA 3 identified the necessary policy actions, brings together the required stakeholders (working groups, expert meetings) and develops the necessary knowledge and tools in order to contribute to the achievement of the objectives in all five NAIADES action areas.
CONDUCTED AND PLANNED PROJECT ACTIVITIES
WP1 (MARKET) identifies and tries to attract new markets for inland waterway transport and stimulates multimodal supply chain integration as well as synergistic actions between operators and facilitate know-how transfer.
WP2 (FLEET) defines measures to stimulate innovation take-up and greening of the fleet, undertakes technology forecasts, enhances the knowledge basis on external cost performance and consolidates research and innovation needs.
WP3 (JOBS & SKILLS) facilitates the development of standards for simulators and electronic onboard systems and raise the impact of inland waterway transport in logistics education and training by improving learning material.
WP4 (INFRASTRUCTURE) identifies ways to close the data gaps on IWT infrastructure in Europe, provides tools for the integration of IWT into multimodal European corridors, monitors and supports the implementation of River Information Services and identifies future logistics applications as well as facilitates the exchange of good practices on efficient and effective inland waterway maintenance.
WP5 (ROADMAPS & STAKEHOLDER ENGAGEMENT) provides the consolidated roadmaps for the different fields for R&D and policy. Moreover, it provides the platform for the exchange of key findings, stakeholder engagement and preparation of the follow-up actions.
WP6 (PROJECT MANAGEMENT) This work package is dedicated on project management and dissemination (website, contributions to conferences, newsletters, social media etc.).
TRANSBOUNDARY IMPACT
PLATINA 3 addresses all European countries with inland waterway transport, as
many of the project measures and results are relevant for all of Europe (e.g.
identifying research needs).
The consortium itself consists of players from Austria, France, The Netherlands,
Belgium and Hungary. Furthermore, the PLATINA 3 consortium has received
support from key Member States, candidate countries and associated countries:
Austria, Belgium, Bulgaria, Czech Republic, Croatia, France, Germany, the
Netherlands, Romania, Slovak Republic, Poland, Serbia Participation in Steering
Committee meetings was however not restricted to these countries. Other Member
States were invited to Steering Committee meetings during the project and in
coordination with the European Commission.
As a consequence, the focus of the measures lay on these countries.
PROJECT BENEFICIARIES / TARGET GROUPS
PLATINA 3 supports the European Commission, EU Member States, third
countries and river commissions in the implementation of the EU Green Deal in
view of further development of EC’s IWT action programme (NAIADES). It aims at
bringing together the required stakeholders (working groups, expert meetings) and
develop the necessary knowledge and tools.
Besides the comprising consortium, PLATINA 3 aimed to also integrate a large
number of further relevant players. The following institutions participated actively:
- Associations as technology platforms (e.g. WATERBORNE TP)
- Inland navigation educational institutions
- Waterway operators and administrations
- Experienced consultants and research institutes
- Representatives of the IWT industry, fleet operators and ports
- Similar projects and networks e.g. NOVIMOVE, IW-NET, STEERER
- Representatives from other transport models and logistic services
- Promotion and development organisations
- Existing and potential customers
PLATINA 3 facilitates the exchange of know-how and experience through a structured process of communication. Firm links between representatives of the EU, national policy makers, the industry, researchers and key organisations of the sector as well as customers will be established. Eastern European partners will be integrated in order to reflect the pan-European character of the NAIADES action programme.
The project results are therefore beneficial to a broad set of players, from government institutions and interest groups to economic stakeholders and users of the waterway all over Europe.
